As far as I know, ethylene glycol is common glycerin. It can safely be used onskin for cold cracks. Inhaling or drinking... I don't know. I think I owe an apology. I remembered the days we mixed glycerin with ethyl alcoholif antifreeze was not available in Turkey, about 40 years ago. Ethyleneglycol is, of course, mildly poisonous if taken orally. In the air, it shouldbreak down in about 10 days. So, if smoke is used not very near to humans, itshould be ok.
